River & Kirtland Street Area Expansion
Several years ago, the Deep River Water Pollution Control Authority was put on notice by residents of the River & Kirtland Street area regarding what they believed to be groundwater pollution in their neighborhood. Subsequently, a study of this area was approved by the Authority. The study indicated that due to a number of factors, septic system performance in this area was being negatively impacted and that groundwater contamination was and has been occurring. The Authority is taking steps to mitigate this condition by asking town officials to arrange an equitable remedy to this challenge. The estimated cost of this remedy is four (4) million dollars The Board of Selectmen has agreed to conduct a series of public meetings to discuss this matter.  The Authority is asking that the public attend these meetings and offer both questions and comments. Before attending the meeting, please take a moment to review an attached document provided by the State of Connecticut Department of Energy and Environmental Protection titled “Methods of Capital Cost Recovery on Water Pollution Control Projects” that is located on the WPCA webpage. Although produced in 1997, this document does provide (with the exception of construction costs that are now $300-$400 per foot) an accurate depiction of the methodology used throughout the state in regards to cost sharing.
